Executive Officer

Sylvonica Madlock serves as Executive Officer at the Great Lakes St. Lawrence Seaway Development Corporation, appointed in March 2023.  As Executive Officer, Ms. Madlock directs operations, oversees employee engagement, and collaborates with stakeholders, among other duties.

Before being appointed Executive Officer, Sylvonica served as the Chief of Mission Support in the Fraud Detection and National Security Directorate for the U.S. Citizenship and Immigration Service (USCIS) at the U.S. Department of Homeland Security (DHS).

Sylvonica is an experienced professional with over 20 years of progressive experience in interdepartmental collaboration, strategic planning, stakeholder management, business operations, and employee relations.  She has led strategic initiatives and projects across multiple DHS components and program offices, including business development, budget, finance, human resources, and more.

Sylvonica was born and raised in the Great Lakes, Detroit, Mich., and now lives with her husband and family in Bowie, Md.
