Anthony Fisher

Deputy Administrator

Anthony (Tony) FisherAnthony Fisher joined the Great Lakes St. Lawrence Seaway Development Corporation (GLS) in March of 2023.  As a federal corporation, GLS operates and maintains the U.S. infrastructure and waters of the St. Lawrence Seaway, while also performing trade development activities focused on driving economic growth in the Great Lakes region. These efforts are managed in partnership with the Canadian St. Lawrence Seaway Management Corporation.

A career member of the Senior Executive Service since early 2016, Mr. Fisher previously served as the Maritime Administration’s Deputy Associate Administrator for Commercial Sealift.  In this capacity, he oversaw a myriad of programs supporting the financial viability of the U.S. Merchant Marine, as well as the Strategic Ports Program, the Mariner Medals and Flag Programs, and the Agency’s engagement with the Committee on Foreign Investment in the United States.

Mr. Fisher began his government career in 2005 at the U.S. Agency for International Development (USAID) where he developed transportation policy for the Agency’s food assistance programs.  He also served as the Congressional Liaison for President Obama’s Feed the Future initiative, and as a member of the Energy and Economic Assistance Working Group responsible for negotiating the disablement of North Korea’s nuclear facilities and material nonproliferation efforts under the “Six-Party” diplomatic process.

Prior to joining USAID, Mr. Fisher worked as a vessel chartering broker, serving as an intermediary between cargo and vessel owners in the negotiation of ocean transportation contracts.  A licensed merchant marine deck officer, Mr. Fisher has sailed onboard U.S.-flag container, roll-on / roll-off, breakbulk, and tanker vessels.  He maintains a dual career as a Navy reservist, having conducted long-term active-duty tours with both U.S. Central Command and the Office of Naval Intelligence.

Mr. Fisher holds a Bachelor of Science in Marine Transportation from the U.S. Merchant Marine Academy, and a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College.  He resides in Olney, MD, with his wife Jamie and their three children.
