The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned government corporation of the U.S. Department of Transportation (DOT) created by statute on May 13, 1954. The GLS is responsible for the construction, operation, and maintenance of the part of the St. Lawrence Seaway between Montreal and Lake Erie that falls within the territorial limits of the United States. The GLS policy headquarters is located in Washington, D.C. and the operational headquarters is located in Massena, N.Y., including offices located at the two U.S. locks (Eisenhower and Snell).
